And the same for Lightroom, which is what I suspect you are talking about.
You can choose to make bigger previews on import - the import will take
longer, and the previews will consume more HD space, but you will see a
speed benefit when you are viewing (and, probably, editing) the images.
Smaller previews menas the import runs faster, and they consume less HD
space (no, really!), but when viewing, if you want to view large, you have
to wait for Lightroom to prepare the preview.

In other words, it's not a big deal either way, and is in any case
reversible later.

If you're talking about Aperture's (automatic) previews, they are images
that are made for viewing, but not for editing.  If the Master file is not
accessible editing is not possible.

Again for Aperture, if you look in Preferences you can set the size of
Previews, either absolutely or relatively (maximum size).
