Thanks for looking and commenting, Don.  As a guy familiar with fluid flow 
and mechanical devices, and knowing the way minerals can build up in water 
systems, I am sure you are correct about the water meter.  Our water charge 
is not too significant, but, since there is a sewer charge that is TWICE the 
water charge, that will get my attention.  (The sewer charge was added to 
address the cost of replacing a bunch of ancient lines around town.)

I will certainly keep an eye on my next bills.

They claim that the meter readers will be reassigned, not let go.  We'll 
see.
