Sharpening facial features is simple with PhotoShop masks.  Create a new 
layer, sharpen the entire image but use the eyes as the basis for the 
degree of sharpening.  Cover the entire image with a black mask which 
will allow the lower (unsharpened layer) to show through.  Using a white 
brush paint over the eyes and eyebrows, nostrils, lips and teeth and 
possibly ear lobes and ear rings.  That will restore the sharpened parts 
of the image.  Use the opacity control between the two layers to blend 
them if desired.  Done.
