I love to speculate.  The wrapping of the small wire around the insulator is 
secure.  The wrapping around the cable near the insulator is loose so that the 
cable can slide a little in wind or temperature changes while still being held 
down by the wire.  Next the helix of wire around the cable allows for this 
movement because the far ends of the wire are securely wrapped on the cable and 
the cable cannot slip between them.
