Most in the US go into backup heating around an outside temp of 0 degrees C. 
Maybe some improvements have been made, although where I live at -15 it 
would still be a problem sometimes.

I live in East Anglia, UK.  The heat pump that I'm considering works down 
to -15ºC and I've checked the supplier's figures for my house: we should not 
go into needing backup heating, although we do have a multifuel stove in the 
sittingroom which we have lit most evenings in the winter.

I think that I might go for it.
