I thought of that but 1) I think the holes would be just below ceiling 
level and 2) there aren't enough of them for that.

I had the same thing done to this house before we moved in (house built 
in 1958 and no insulation in the walls) and the work was done from the 
inside near ceiling level and the holes patched before repainting. 
Since all of the rooms were being repainted anyhow there was no paint 
matching problem and the holes are invisible.
