I think what has been "proven" is that the effect is exactly the same as if you 
cropped the centre out of a bigger image.

The focal ratio has not changed.

What has changed is the apparent depth of field if it is blown up to the same 
size as a full-frame image. In that case, yes, it will show the same DOF as if 
the full-frame image were stopped down to f4.

Certainly, the light-gathering ability has not changed. You could shoot either 
4/3rds or full frame at the same shutter speed and aperture.
