Well, I guess I solved this problem to my own satisfaction about thirty 
years ago, by deciding to obey the limits.

Partly because not doing so was causing me anxiety, but also because I 
reasoned they were there for a reason, and in the current urban 
situation (here, at least) it's irresponsible. Of course, the situation 
vis-a-vis revenue collection is different in other places. I can well 
believe 'traps' are set for tax purposes. I was very cautious when 
driving in the US, which I suppose I should have been anyway!

I don't monitor my speed dangerously either. But I'm not doing anything 
other than driving the vehicle. It only takes a glance; I spend more 
time checking my mirror. Urban driving requires total concentration, at 
least it does for me. I'm always alert driving, which may be why I 
dislike it so much.

I drove with a tachograph for years and became pretty good at judging 
speed, but it wore off a bit because I stopped driving for a few years, 
to re-centre myself. If asked to do it again it wouldn't bother me, 
because I just don't speed.
