Yes, Brian, it tallies with reports I have seen of grey importers not
selling cameras with battery included, quoting just such a rule. It
also tallies, perhaps, with problems reported with the Boeing
Dreamliner!

As far as I know ICAO has had similar restrictions on Li-ion batteries
not installed in equipment for a year or two.

Enforcing the ruling will almost certainly be restricted to large
volume shippers, surely.
