No. It only refers to 'new' batteries in both categories - you could argue that 
'used' batteries are not covered. It does no mention Li-Ion batteries either! 
Apart from that, it's pack properly and pack the battery outside the device.
Here, packages containing a Li-Ion battery are supposed to have a warning label 
on them. 
Less than half of the companies that send me cameras bother to do it.
