Indeed so, and what they say is just a restriction. There is a whole other
page about the prohibitions, and that says:

"Batteries that are classed as dangerous goods by the latest edition of the
International Civil Aviation Organization's (ICAO) Technical Instructions
are prohibited. This includes lithium ion/polymer/metal/alloy batteries sent
in isolation, with or contained in electronic equipment such as mobile
phones or digital cameras.
Lead acid batteries (e.g. car batteries) and sealed lead acid batteries are
also prohibited.
Alkaline, nickel metal hydride (NiMH) and nickel cadmium (NiCd) batteries
may only be sent when new and in their original packaging. "

No mention of LI -ion being new or used, doesn't matter if they are in the
equipment or packed separately.

But those are just the restrictions and prohibitions for personal customers
- there's a different set of conditions for business/contract customers!

Yes, and it does not say anything about Li-ion batteries having to be 'new'.
Further, the restriction on other batteries says "Equipment sent with new
*** batteries". It does not mention new equipment sent with non-new
batteries or used equipment sent with used batteries or even just used
batteries. 
I don't care what they mean - just what they say!
