That may have been the case, in some way or other, before firmware 1.5. Now:

If A is on, IS is on. Auto, Vertical or Horizontal.
Then:
       If B is off, IS is only on, briefly, when the shutter is activated.
       If B is on, IS turns on with half press, and remains on until either:
             the shutter closes after activation
       or
             pressure on the button is released.
If A is off, IS is off. B does nothing.

B off is fine for most use. B on is really necessary for accurate framing with 
long lenses and for magnified MF with 
most lenses, other than on a solid tripod. After some experimentation, some of 
which was with earlier firmware, I just 
leave it on.
