I'm not sure but here is the benchmark of intel ivy bridge HD4000, it is on 
the lower range of mid-range graphic card.

(the score was 466 while my $100 GTS 450 was 1534)

For PS6 and some external PS plugin softwares, the extra computation speed 
from the GPU (provided the software has code written to use the GPU cores) 
is depending on the number of GPU cores, the higher end one has hundreds of 
cores while the ivy bride only has 16 execution units but I don't know how 
it compares.

On the other hand, I would not add external video card if I don't already 
have one for video editing (but it doesn't help much actually). To me an i7 
with 8-16GB RAM is more than enough for my photo editing needs. Since I 
already have a video card so I have choosed Xeon E3-1230V2 (~i7 3770) 
without GPU to save some bucks.
