For me the jump from 35 to 21 is too great a jump. I understand not everyone 
sees things that way.

I think it has to do with the overall kit. A 21/2 is usually too wide
to be general purpose, so you end up carrying another one to fill the
gap in the normal-wide. With my 28/2, I can get away with having only
that lens with me. If I had the 21/2, I'd also have a 35/2 in the bag.
I was carrying both the 24/2.8 and 35/2.8 with me everywhere, but the
28/2 has replaced both for my grab-and-go kit. My G&G kit right now is
just two lenses: 28/2 and 100/2.

Each one is going to have some strengths in those regards, but the
differences with Zuiko wide-angle lenses is pretty minimal. They're
ALL good lenses. The only thing I'd throw out as a caution is that the
28/2 and 35/2 tend to have some hot-spotting with some digital
cameras.
