Unfortunately, yes. But that usually applies to the "look at my ride"
photos. People who actually sell photos to these types of publications
do so through direct assignments or spec jobs. Even at that, there is
no money in it anymore.

What I would do is put together a feature piece with a dozen EXCELLENT
images and a 500 word article. Shop it around to the various mags.
They'll still top out for the entire thing at maybe $1500.

Hot rod magazines and "hook and bullet" magazines are nothing more
than "advertisement delivery mechanisms". They'll never pay for
content that they can get for free. Quality of the content doesn't
matter as long as it doesn't negatively impact on advertisement sales.

Bill is right. Send in low-res or watermarked image with terms of use.
If they want it, they'll negotiate the deal.
