If the idea was developed on their time, their dollar and their gear, isn't 
that reasonable?
Is such a person not being paid to have ideas on behalf of the employer?
I know, there are people who have come up with astonishingly valuable ideas and 
derived little personal benefit from them - and it seems unfair -  but are 
there not also many, many research staff who are employed precisely to solve 
problems for their employer. Is that not their job?

As to the original topic, too many are overawed by the lure of being published. 
It's dumb but it has always happened.
And some publications do it merely to protect their own ares against future 
claims.
