Yes, I noticed that, as well.

18 is interesting, as the two men have their tools on different rivets. It 
would be immediately obvious to the workers 
if that were the case in real work. Makes one think the shot was staged, as 
well as many others. The lack of muscle 
tension in the man on the right also says it's not in actual action.

Makes sense, as the available shutter speeds probably wouldn't have rendered 
the riveting process as anything but a blur 
otherwise.
