Very definitely a crow.  Way too small to be a Raven.  My Sibley guide 
does not show the color difference in the bill.  Shows both as black.  I 
don't think that I have ever seen a Raven around here.  Used to see them 
when I lived in Southwestern New Mexico, though.  In fact, the fixed 
base operator at the Grant County Airport had a pet Raven that they had 
raised from a baby.  Even had pictures of his first solo flight. LOL He 
could be a bit mean, too.  Liked to nip people on the legs.
We do have a fairly large population of crows around Portland.  They 
visit the bird bath regularly.  To bathe, drink and also to soak food.
