The politics of the day determined that there was only ONE way to get
stem cells and that was from destroying embryos. The USA scientific
community so keyed in on that, they overlooked other means. Instead of
looking elsewhere, the scientific community stuck their collective
heads in their rear ends. Besides, it wasn't a ban on the research,
just a restriction on the federal funding of one aspect of the
research. The misinformation campaigns (on both sides) were so
effective that few people understood what really happened.
So, for scientists in other countries to scoop the USA on this is a
no-brainer. Besides, all the smart scientists aren't in the USA anyway
since our educational system is so horrible because Dubya (and Ted
Kennedy) gave us "No Child Left Behind".
What is interesting is some new research that is indicating that some
forms of cancer cells are actually stem cells. This is both exciting
and frightening. Exciting because we could actually engineer cancer
cells to do things (grow organs back?). Frightening because the
miracle of modern stems cells could actually go haywire and kill the
patien.
