The story is that the water tower was originally somewhere else and began
leaning. The owner of the Brittain USA Truckstop bought the tower, which
had been taken out of service because of the lean, and had it moved to his
truckstop to serve as a curiousity that would attract the attention of
passing tourists. He never used it as a water tower! The truckstop went
out of business years ago and was demolished, leaving just the tower
itself and the truckstop's sign, which features a small replica of the
tower:
