Agreed - it's the employer's liability. But if they're self-employed then
the householder can be said to be their employer. (We just had a thatcher
give us a quote to repair the ridge of the roof, and he had some horror
stories.)
There is case law that has declared the householder not to be liable, but
there are still plenty of legal firms who will take on a case and get you
in court. Fortunately most Buildings insurance includes a third-party
liability coverage.
