Though the water may be above the gas, when the cheaply done cement 
sleeve fails, the gas will come up through the water.  Big oil does what 
it wants, then leaves. Water supply ruined?  They'll truck in water for 
you, maybe.  Methane gas now coming out of your tap and it wasn't there 
before?  600 different chemicals pumped into the ground and much of it 
stays there.
