The plot grows thicker.  I can create the installation folder, check the 
permissions and ownership (owned by admin, admin has full permissions) 
but I can not install as user or as admin.  Furthermore, I can not find 
any difference in ownership or permissions for this folder from any 
other folder containing other apps I have successfully installed as a 
non-admin by using an admin password.

Two things I did note that I thought odd:  If I try to install FastStone 
as a normal user I would expect a prompt for an admin password.  That 
doesn't happen, it just fails trying to write.  Also, the CREATOR/OWNER 
class has absolutely no priveleges.  If I try to add full permissions 
for that group it will appear to set the permissions but wipe them out 
as soon as I choose "apply".

ps:  I have successfully installed FastStone on my other Win7 computer. 
  I believe it to be the same version but can't check it now.  I have 
also downloaded the install file from 3 different locations and all have 
the same result.  When I get home I intend to copy the install file from 
my other computer and try that.
