OK, to (almost) conclude the charger recall story, the new one arrived with
a return paid envelope for the old one - for them to 'dispose of, in an
environmentally-friendly way'.
But it still meant a trip to the post office to get a certificate of
posting.  Sigh.
And no refund to the credit card yet of course.
