It's not a magnifier, it's a reducer, or a negative magnifier if you prefer. But, since it's reducing the size of the image, it's concentrating the light into a smaller space. It would be a good fire starter.

A normal magnifying glass is magnifying the image rather than reducing it but the sun's image is so small from a lens with, say, a 6" (150mm) focal length that the hot spot is still very small.
