Your numbers make no sense to me. "The 3.4 inches that fell in downtown San Francisco registered as the 11th wettest day in the city dating back to 1849, according to Jan Null of Golden Gate Weather Services. <http://www.mercurynews.com/bay-area-news/ci_27123422/storm-delivers-impressive-rain-totals-bay-area>" <http://www.mercurynews.com/bay-area-news/ci_27123422/storm-delivers-impressive-rain-totals-bay-area>

That makes 1.5" over a few days sound pretty moderate, no? We were in W Marin and SW Sonoma this weekend. It's glorious to see the hills and fields turning vivid greens. Cattle that were wandering blasted fields and eating imported hay are now feasting on fresh grass.

Thursday's storm was indeed intense and, as usual, several roads in that area were flooded. By early afternoon today most were open. These are all roads that flood regularly in wet winters - nothing new. SF, on the other hand, is a hilly city surrounded by ocean on three sides, and gets little flooding even in such very heavy rain. Same thing here we are, the water runs down hill to the bay.
