Your text says " The flags on top look new, while the ones on the ends of the crossarm are faded and town." and I assume you meant "torn" rather than "town". But as I look at them I agree that the lower flags are faded but I think the flags were deliberately cut. If you look closely you'll see that the flags are not randomly tattered but have longer, pointed pieces which are only on the red stripes. The white stripes have been cut out to relieve the red. Wind and age have taken their toll on the fabric which now shows ragged threads. But I do believe the intial work was man-made.
