If it follows the pattern of 100 year and 500 year flooding events in
our part of the country, it refers to the chances of getting that type
of flooding in any given year.

So a 100 year flood would be a flooding event that has a 1% chance of
occurring in any specific location in any given year. A 1000 year
flood would be a flooding event that has a 0.1% chance of occurring in
any specific location in any given year.

It's the new media that doesn't know how to describe it in those
terms, so they say 1000 year flood.

The twist on this is that it has to do with any specific location. So,
if you have a 300 mile long river, you could have a 100 year flood
occur many times in any given 100 year period somewhere along that
river.
