I agree with Moose. I've not shot many photos with my iPhone 6s and never paid much attention to depth of field but just did a trial shot in the kitchen designed to show depth of field with subject about 4 feet away. My shot shows greater depth of field than the shots on the train. But the camera is clearly able to focus. See the woman in the B&W striped blouse 2nd from the end. The camera very much likes her zebra stripes and has ignored her somewhat closer face. A cell phone should have targeted the face.

The "BBC Pop Up team" must be operating without anyone trained in photography.

Some part of most of them is in focus, just not the part one would
expect and that would look correct. Visually annoying.

I don't think so. Cell phone cameras have great depth of field (and
pretty clever AF with face recognition), whereas these mostly have a
narrow, misplaced focal plane. You'd have to use an app that allows
touch AF and/or a post exposure app that does fake shallow DoF (they do
exist) and do it on purpose. More like Artsy-Fartsy gone bad.
