The whole thing seems to me to be an exercise in futility for any serious photographer, as the subscription is so inexpensive. Looking at a comparison chart, what they have been adding with the annual updates to PSE are preset "look" choices, automated "look" suggestions and other such things, echoing both Adobe's own and other phone/tablet editors and the offerings of On1, Topaz, etc.

I would have suggested Oly's Viewer 3, as a free option for Brian, with a lot of capabilities similar to LR and other slider farms, but I can't find any way to recover highlights in Raw conversion.

I imagine that PSE is a fine choice for your seniors class. It seems to me that Brian is more than a good enough photographer to benefit from a more powerful, flexible product.
