Moose,
I remember your great recovery on the Lawrence Woods image of the meteor 
in a polluted sky.
But you simply can't extract something that isn't there, and if you have 
to limit the
exposure due to a "bright" sky, you set a limit on what you can record. If 
you want to
expose faint objects you need a sky that is fainter (measured on a 
specific area).
On a polluted sky you can do sometimes wonders on planet/moon photography 
though.
