What exactly is a county? Is it a defined judicial or municipal area of
land with an elected governing body which is charged with providing
public services such as fire and police protection, ambulance services,
dog licencing, court services, etc, etc. Is there any commonality
between counties across the country in terms of how and what they have
to provide to the citizenry?
Are counties grouped together to form larger physical areas from which
politicians are elected at the state and federal levels?
