A lot of good replies on products, but I haven’t seen anyone comment on the 
importance of surface prep. If the old adhesive is giving way, chances are 
gluing to the old adhesive will also give way.

I’d carefully use a solvent and a small scraping tool to get as much of the old 
adhesive off the affected area as possible. I find various “citrus” adhesive 
solvents work well. Lighter fluid or mineral spirits will work in a pinch. Let 
it dry thoroughly. Then if you have enough working room, scratch up both 
surfaces with medium-grit (80 or so) sandpaper.

Then it should last a long longer than it would just slapping new goo on top of 
old goo.

My dad, a professional house painter his whole life, taught me to spend 1/3rd 
on prep, 1/3rd painting, 1/3rd on cleanup. Seems to apply to many things in 
life...
