I found very little information about this online, but one aspect that
made good sense is that the coloured gelatins over a flash are used to overcome
adverse lighting with certain films. For instance, one filter can be used to
modify the flash spectrum to overcome tungsten lighting when using daylight
film. You can, of course, achieve the same correction with lens gelatins, but
the attenuation can result in shutter speed problems.
The artistic uses also make good sense.
