There are also pre-flight checks for flights to the US at Madrid airport, 
staffed by US officials. It is simply a requirement, not sold as a way to 
streamline procedures on the other side of the Atlantic. You still have to 
queue in passport control on arrival in the US. This is all post-9/11 stuff. 
And it applies regardless of nationality, although of course the passport 
control queue moves faster in the US citizen lane once you arrive there.
