That's what all the testers I've read on the subject say.

I have not had time for a through review though seems noise might be lower at 
the extended low ISO's  with nearly identical DR but slightly less head 
room???? ---after a firmware upgrade.
Perhaps need to reconsider---any thoughts on that?

Use the base ISO. That's what those who know the most about the camera believe to be best. If anyone does a FW change that adds a lower ISO, it's strictly to keep folks who don't know any better from comparing them to others and carping, or not buying.

If you want lower noise, better DR and less flare/brightness bleed, shoot HR. The multiple exposures stomp noise. Ctein has a thing for shooting Christmas lights, and was blown away by this. <http://www.moosemystic.net/Gallery/tech/E-M5II_HR/TreeLights.htm>
