It took me a second look to realize that that is a cantilever wing.  It would appear ideal for land management, aerial photography and any other purpose that required an unobstructed view.  Unfortunately, the manufacturer appears to have gone out of business.

This one is registered to the U.S. Dept. of Interior in Boise Idaho.
