The key word, I'm half-guessing is PASSENGER in your question above.

Look at it this way- If a bag is in the checked baggage of a passenger flight,
and the airline can't identify a passenger connected to the bag that actually
BOARDED the flight, the plane is unloaded and that bag is treated as suspect,
and removed from the plane. Obviously, a Fed Ex cargo plane has no
passenger/owner of their baggage, there's no passenger! So, no such
regulation/restriction. I am assuming there are many other different rules for
cargo flights, x-raying probably is one of them.
