 Lens focal length is not a variable here.

  John is exactly right in these two statements, but in real life, there
often is an add-on complexity that in effect links focal length to flash
exposure. It has to do with the myriad attachments that alter the
angle of the flash to match focal length.
  Any wide angle attachment lowers the G.N. Any tele attachment increases
it. Any flash with a telescoping head is changing GN as it zooms, though
most users are happily unaware of it because the camera's automation is
taking care of it.
