Yes, this is what I suspected. When I first looked at the lens, the former
owner had put the ring on backwards, which didn't seem right to me at
first, because the DOF scale was covered up and the ring didn't turn
easily.  Also, the purpose of the red dot was unclear.

Hmmm....  however, if one turns the ring around, lining up the red dot like
so... and then first slides, then turns the ring thus... VOILA!

The tripod ring on the 300/4.5 took me a little while to sort out; luckily
I did not damage the lens in my ham-fisted attempts to force it on the
wrong way up.

The answer to your question IMO is that the red dot should face the camera
body.  However, if you wish to know my technique for fitting the tripod
mount read on... if not move on ;-)

The diagram on the bottom of the tripod mound show the way the camera body
should be oriented with the lens so I face the rear of the lens and the red
dot on the tripod mount, I align the red dot with those on the lens (there
is one on the DoF scale remember, as well as one for lining up with the
body) and move the ring up the lens to sit behind the DoF scale; then I
turn it to the position that I want, whether for portrait or landscape
orientation.  You should not have to loosen the ring any where near the
extent of the pin-guides in the ring adjustment.
