I seem to remember getting the same effect if I developed film using a
plastic reel.  I thought at the time it was caused by a reel that was still
a little wet or something, resulting in the plastic adhering to the film.
Consequently, no developer reached that area.

Anyway, check out the development and agitation.  If it were the changing
bag it seems that light would fall on the entire film not just the area near
the sprocket holes.
