I think part of your descriptor is lacking.  A 1.7x4 is 1.7mm x 4 threads
per mm, if I'm not mistaken.  The depth of the screw is nowhere enumerated
in a standard thread sizing.

I don't think so, Jim.  I worked in a hardware stockroom in a
manufacturing plant during a couple of summers when attending
college.  Admittedly we did not use metric hardware.  American system
specifies diameter/pitch/length usually preceded by the head style
and followed by the type hardware.  An example would be a hex head,
1/4-20 X 1 1/4 machine screw, which would be 1/4 inch diameter, 20
threads per inch and 1 1/4 inches long.  Sometimes the thread count
is omitted when there is no variation for that size.
