Last Sunday, 60 minutes had a segment talking about how people who have been
involuntarily institutionalized for being a danger to themselves and to
others can still easily buy guns with little difficulty because only about 1
out of 10 are reported to the feds. The head of the NRA said that he didn't
oppose the restriction against the "insane" having guns but that the NRA
would not come out with a statement supporting enforcement of the current
laws already requiring the "insane" be reported to the federal firearms
control.

They interviewed someone (I believe a federal administrator but I don't
remember for sure) who said that those involuntarily institutionalized
already suffer discrimination and that he opposed any federal tracking. If I
remember correctly there are approximately 3 million people in the U.S. who
have been involuntarily institutionalized.

So ... there's little point in debating control ... that already in law is
hardly enforced.
