It wouldn't suprise me if lens production is outsourced by most
companies. However, DESIGN would most likely still be an in-house
thing. In this day and age, it's just a matter of sending the
engineering files off to the supplier with the order. In a few
months the supplier does a run of the lenses and goes onto the next
design. Once the inventory of the lens design runs out you either
have the choice of doing another identical run or doing another fresh
design.
Even if a lens is manufacturered by Sigma, Tokina, Hoyo or Tamron
doesn't really mean anything. They are lens companies--they can build
whatever you specify to whatever grade you want it. If one of those
companies lacks capabilities or quality, you go to the one that does.
