That behavious is consistent with the meter being completely dead. My
old RC started doing this, so I took it to UK Oly authorised repairers
(Luton Cameras in Bristol, excellent as far as I am able to tell).

The engineer said that there were 2 separate problems. One is that the
PX625 mercury cells give off small amounts of corrisive vapour which
can attack the wire which powers the meter cell, making it look like
you've got a dead meter. Once he had replaced the wire he found that I
did indeed have a dead meter! The cell itself he said is long obsolete
and not available from Oly, but he found one in an old 35RC and put it
into mine. It now seems to be working fine, but it's anybody's guess
how long it's going to last.
