Are you making the assumption that the sensor data isn't
manipulated at all prior to storage in the RAW file format?

As Canon finally admits in their CMOS website, RAW ain't RAW.
There is a lot of image processing going on with the sensor data
before RAW storage.

More direct to your question, the JPEG engine (and image
processing with user-defined settings) does manipulate the
curves to do this, yes.  So does the RAW converters supplied by
the manufactureres.  But there is bit of image manipulation that
happens in-camera that has zero override.  It's all part of the
matching of the sensor with image processing to store usable
bits in the RAW file that actually make sense.
