The more modern package treatment plants available over here actually use an
aerobic process, which would break down developers but that would not help
with heavy-metal contamination.  In my view septic tank disposal of photo
chemistry is not a good idea.  It might well have no adverse effect - BUT
the results of possible disruption to the process will be on your own
doorstep, for all to see, and possibly smell.

Basically Its a no no.  Search Kodak site they used to have a article on the
this.  If I remember the reason is the process that breaks down the waste in
a septic system doe not use Oxygen and to break down darkroom chemical you
need oxygen. John
