I agree. Politicians and vernacular usage tend to define "anarchy" as  
"lawlessness." But it also means "freedom from government."

The New Oxford American Dictionary includes both definitions:

1) a state of disorder due to absence or nonrecognition of authority

2) absence of government and absolute freedom of the individual,  
regarded as a political ideal.

Especially with the second definition, you can see how anarchy is  
seen as a threat to job security to politicians, so they tend to  
speak of it in the worst possible terms.

Anarchy would mean politicians are made redundant. That might appeal  
to many who can't agree on anything else!
