Oh, yes.  There are the earthquakes (South China Sea, breaking multiple
underwater cables), scallop dredges (North Atlantic), and anchored ships
riding out storms in the Med...

Keeping undersea cables intact is mostly luck.  There is no "call before you
dig" laws out there.
