The Newton rings come from the small airspace between the film and the 
glass.  Another option to defeat them is to fill the airspace with 
liquid.  The Epson V750 has a liquid mounting kit to go along with its 
specially treated scanner glass.  It uses a special (flammable) liquid 
between film and glass.  I don't know why it's flammable.  Maybe a 
volatile liquid is used so that it evaporates quickly and cleanly after 
the scan is complete.
